Introduction to Uganda PVoC/CoC Certification

In accordance with the Uganda National Bureau of Standards Decree 327 and the Customs Inspection Regulations, the Ministry of Foreign Trade and Tourism of Uganda implements pre-export conformity assessment on products imported into Uganda at the point of origin. The programme aims to reduce the amount of non-conforming products imported into Uganda. Effective on 9 June 2010, scope of implementation, all controlled products are subject to mandatory assessment for their compliance with Ugandan standards or other standards and technical regulations approved by the Bureau of Standards, except for products imported into Uganda from Kenya, Tanzania, Burundi and Rwanda.

Uganda PVoC/CoC certification control scope

Controlled products: Products in the prohibited and exempted product lists are not under control. Products under Uganda's pre-export conformity Assessment program include the following categories:
Step 1: Toys
2. Electronic and electrical products
3. Automotive related products (such as car glass, starting battery, tires, etc.)
4. Chemicals
5. Metal materials and gas appliances
6. Textiles, leather, plastics and rubber
Step 7: Furniture
8. Paper and stationery
9. Labor protection supplies
10. Food

Uganda PVoC/CoC certification process

1. The customer shall provide samples, fill in the application form (download on the right), and provide commercial invoice, proforma invoice and packing list to our company;

2. Our company will submit the test report, application form, proforma invoice, packing list and product photos to the institutional auditor;

3. After passing the examination, arrange the inspection time and prepare for the inspection. After the inspection, the customer shall provide the final packing list and invoice for final confirmation.

4. After all the above are correct, our company will provide the draft certificate for confirmation, and the client will confirm the draft certificate. If correct, the case can be closed within 2 working days.

There are three ways to test for PVoC in Uganda:
ROUTE A: For Shipment Inspection and Certification. This Route is mainly applicable to exporters/producers who export to Uganda only A few times a year (usually not more than 3 times). In Route A, Goods to be exported to Uganda must undergo pre-shipment product performance tests and field inspections to demonstrate compliance with relevant standards, basic product requirements or manufacturer specifications. This method applies to any trade group.

ROUTE B: Customer application for Product Registration and Shipment Certification. This route is mainly applicable to exporters/producers who export a large number of products each year and have relatively single products. The registration is valid for one year. Registered products are exempt from mandatory testing at the time of shipment, and the certification process is only a basic field inspection. However, random testing of registered products will still be required during the validity period of registration in order to ensure product compliance.

ROUTE C: This method is applicable to factories.

Notes for handling Uganda PVoC/CoC certification

1. Label: Model (must be consistent with packing list/proforma invoice)

2. Label: the country of origin "Made in China" should be marked.

3. Labels and instructions (if any) should use less English

4. If the product is marked with expiration date/shelf life, the goods must arrive in Uganda before the expiration date (75% shelf life remains after the food arrives at port).

5. The rated voltage of the product connected to the main power supply (if there is a plug), or the rated voltage range shall include 220v 230v or 240V. UK type plug is required or equipped with a UK type plug converter.

6. The rated frequency must contain 50Hz.
